Toyota Veloz Hybrid Could Potentially Use Locally Assembled CATL Batteries

Official hybrid car incentive regulations have been released, with on-the-road prices for HEVs potentially dropping by up to Rp 9 million.
KatadataOTO – The government, through PMK (Minister of Finance Regulation) Number 12 of 2025, has released official rules regarding the policy of providing incentives for hybrid cars.
Three types of hybrid cars can be registered by manufacturers: mild hybrid, full hybrid, and PHEV, also known as plug-in hybrid electric vehicle.
Brands that want to include their vehicles can register the models with the Ministry of Industry and obtain a low-carbon emission vehicle designation letter.
After that, the Ministry of Industry will submit a list of vehicles that have met the requirements for receiving subsidies to the Ministry of Finance.
Several manufacturers are interested in registering their products to obtain hybrid car incentives, such as Toyota.
In fact, PT TAM (Toyota Astra Motor) has confirmed that the price of their hybrid cars will decrease once the incentives are implemented for their products, namely the Kijang Innova Zenix HEV and Yaris Cross HEV.
Referring to the calculations in the official regulation, the vehicle price could drop by around IDR 9 million. Here is a simulation with the condition of a car selling price of IDR 300 million.
= 12 percent x IDR 300 million
= IDR 36 million
= 15 percent x (40 percent x IDR 300 million)
= 15 percent x IDR 120 million
= IDR 18 million
= 3 percent x IDR 300 million
= IDR 9 million
= IDR 18 million - IDR 9 million
= IDR 9 million
= IDR 300 million + IDR 36 million + 9 million
= IDR 345 million
Meanwhile, if the vehicle's NJKB is in the range of IDR 400 million like the Innova Zenix HEV, the reduction could reach IDR 12 million, from IDR 629 million to around IDR 617 million.
Then, for the Suzuki XL7 Hybrid, which has an NJKB in the range of IDR 200 million, the price could potentially drop by IDR 6 million, becoming around IDR 295 million from IDR 301.3 million for the Hybrid Beta automatic transmission type.
It is not yet known which other manufacturers are confirmed to register to receive the hybrid car incentives. As a note, Toyota's policy on OTR (On The Road) prices may not necessarily be implemented by other manufacturers.
