VinFast Indonesia stated that they are ready to fulfill their obligations for the CBU incentives they have received.

KatadataOTO – VinFast is one of the manufacturers that markets subsidized electric cars. However, there are binding terms and conditions.

Manufacturers receiving subsidies must invest in Indonesia. Then they must market the same number of locally produced units.

VinFast itself, based on data from Gaikindo (Association of Indonesian Automotive Industries) for the period of January – November 2025. The Vietnamese brand has imported 17,222 electric car units as CBU (Completely Built-Up).

However, the data above includes public transportation. Therefore, the number of units that must be produced is far below the figure above.

“That (the 17 thousand figure) includes all the taxis if you count them. But what we reported to Gaikindo does not include taxis,” said Kariyanto Hardjosoemanto, CEO of VinFast Indonesia some time ago.

He explained that only private vehicles are included in the government's incentive scheme. The calculated number reaches 3,200 units.

Therefore, VinFast Indonesia is obliged to fulfill its obligation to produce the same number of electric cars locally.

“That has become a commitment from all brands (receiving subsidies). Those who get CBU facilities must of course produce one-to-one,” said Kerry.

Referring to Gaikindo data, VinFast is dominated by the VF e34 electric car model. However, these units are widely used as the Green SM taxi fleet.

A total of 9,187 units of the VinFast e34 were imported as CBU. For commercial vehicles, there is a special scheme that is different from the import incentives for private electric cars.

Then, the VinFast VF3 is known to be the second most numerous model. This tiny electric car was imported in a quantity of 3,377 units.

VinFast Factory Production in Indonesia

VinFast Indonesia itself has just inaugurated its independent factory in the Subang area, West Java. The facility will start operating in early 2026.

Then, the VinFast VF3 will be the first model to be produced there. Besides being quite popular in the market, this EV (Electric Vehicle) is said to have great potential.

“The reason is of course because of the large market potential. 70 percent of VinFast's sales are from the VF3,” revealed Kerry.

After the VF3 mini electric car, VinFast is confirmed to produce the Limo Green. This is an electric car in the electric MPV genre.

That model will challenge the BYD M6 and Aletra which are already in the country.
