2025 Electric Motorcycle Market Plummets, Subsidies Are the Culprit

KatadataOTO – The electric motorcycle industry in Indonesia is under considerable pressure in 2025. This is due to the looming promises of subsidies from the government that have yet to materialize.

This has made the public reluctant to spend their money. As a result, the electric two-wheeler market has been disrupted.

According to data from the Indonesian Electric Motorcycle Industry Association (Aismoli) on Tuesday (30/12), from January to December 9, 2025, only 55,059 units have received a Type Test Registration Certificate (SRUT).

It should be noted that the number above shows a significant difference compared to the figures in 2023 and 2024.

In similar data, it was explained that last year, 77,078 electric motorcycles had obtained an SRUT. This means there is a 28.6 percent correction in 2025.

Meanwhile, in 2023, 62,409 electric two-wheelers were recorded as having an SRUT.

For your information, the SRUT is an important document issued by the Ministry of Transportation (Kemenhub) which serves as a vehicle's birth certificate.

Additionally, the SRUT proves that the vehicle has passed type testing according to previously determined technical specifications.

It is also a primary requirement for obtaining the BPKB, STNK, and TNKB before the electric motorcycle can be used on public roads.

“Sales realization has not yet fully met the initial target,” said Budi Setiyadi, Chairman of Aismoli, when contacted by KatadataOTO.

On the other hand, the weakening of the domestic electric motorcycle market is certainly linked to the government's promise to provide subsidies.

This plan has been discussed since January 2025. However, it has not been realized by the end of the year.

This situation has left the public waiting to see when the aid from President Prabowo Subianto and the relevant ministers will be disbursed.

Many consumers have ultimately held off on their purchases. Because they want to get an electric motorcycle at an affordable price.

This decision has caused manufacturers' electric motorcycle stocks to sit idle in warehouses. Few are being bought by the public.

Only Empty Promises

Even though the subsidy scheme is reportedly just waiting for approval from the Coordinating Ministry for Economic Affairs (Kemenko Perekonomian).

The Coordinating Ministry for Economic Affairs will later announce the value and implementation time of the electric motorcycle subsidy.

Agus Gumiwang Kartasasmita, the Minister of Industry (Menperin), stated that the electric motorcycle subsidy could be used for this year or 2026.

"The scheme is the same, but the budget is not from us," Agus told Antara some time ago.

It should be noted that last year the government allocated a budget of up to Rp 1.75 trillion. Whereas for 2025, it was not disbursed.
