In it, it was explained that the embassy warned that a sudden ban could have negative effects
For example, the disruption of the motorcycle support industry, from dealer networks to spare parts suppliers.
Therefore, the Japanese Embassy asked the Vietnamese government to create a more measured roadmap towards electrification.
Including a transition or preparation period. Then, the implementation of the ban on gasoline motorcycles in Hanoi should be carried out in stages.
It is worth noting that Vietnam is one of the largest motorcycle markets in the world. According to the research firm Mordor Intelligence, Vietnam's two-wheeled vehicle market is valued at up to 4.6 billion US dollars.
In 2024, the number of registered motorcycles in the country approached 80 percent of the population, one of the highest ownership rates in the world.
Besides Japan protesting the ban on gasoline motorcycles in the Vietnamese capital, other parties have voiced similar concerns.
The association of foreign motorcycle manufacturers in Vietnam, led by Honda along with Yamaha and Suzuki, also sent a letter to the government in July 2025.
In the letter, they warned that the ban policy could cause production disruptions.
The worst threat is even the risk of bankruptcy for companies in the two-wheeled vehicle supply chain there.
The manufacturers also pleaded for the government to establish a transition period with a minimum preparation time of two to three years.
