Driving Brimob Tactical Vehicles Is Not Easy; Special Competence Is Required.

There is a possibility that the driver of the Brimob tactical vehicle committed a procedural error, leading to Affan's death.

KatadataOTO – The incident of a Brimob Tactical Vehicle (Rantis) hitting Affan Kurniawan, an Online Motorcycle Taxi (Ojol) driver, continues to be in the spotlight. Especially after the police conducted a case review yesterday, Tuesday (02/09).
According to the National Police's Professionalism and Security Division (Divpropam Polri), criminal elements were found in the incident. There were serious and moderate violations committed by seven Brimob members.
Meanwhile, the National Commission on Human Rights (Komnas HAM) has confirmed that there was a human rights violation in the case of Affan's death.
Nevertheless, Komnas HAM still wants to ascertain the possibility of alleged negligence or intent during the demonstration at the end of last August.
On the other hand, an observer said the Brimob tactical vehicle accident that killed Affan could have actually been prevented.
“Inside the team vehicle, one must not panic. The connection is impulsive behavior or decisions (that are made),” said Jusri Pulubuhu, Founder of Jakarta Defensive Driving Consulting (JDDC) to KatadataOTO, Tuesday (02/09).
Jusri explained that pressure from the demonstrators and his commander made the driver act recklessly.
Resulting in the accident that killed Affan. Therefore, both the driver and passengers inside the Brimob tactical vehicle must remain calm.
“Because we know that Brimob tactical vehicles are resistant to sharp objects, even bullets and grenades,” Jusri continued.
In addition, Jusri also emphasized the importance of implementing Standard Operating Procedures (SOP) for the use of Brimob tactical vehicles, especially when handling demonstrations.

If everything is carried out correctly, then fatal incidents like the one in yesterday's demo can be minimized.
“In an accident, there is what’s called a direct cause. Such as errors in operating the vehicle, for example, speeding or driving at high speed,” Jusri added.
Jusri also regretted why this particular Brimob tactical vehicle was moving at high speed when breaking through the crowd.
He also mentioned that the police can still conduct a thorough investigation. Because many possibilities could have occurred when Affan died.
“He (the driver) could have committed a violation or the SOP was not properly socialized,” Jusri asserted.
Therefore, the police must be meticulous in handling this case. So that they can find the exact cause of the accident between the Brimob tactical vehicle and the Ojol driver.
