Many Relatively New Used Cars on the Market, Government Summons Manufacturers

The governments of West Java and Jakarta will not charge a transfer of ownership fee for used vehicles starting January 5, 2024.

KatadataOTO – For those of you who intend to buy a used car or motorcycle in 2025, there's no need to worry. This is because a number of regional governments are implementing new policies.
As is being done by the Bapenda (Regional Revenue Agency) of West Java. They are providing relief for the BBNKB (Vehicle Title Transfer Fee).
“Starting January 5, 2025, second-hand vehicles (BBNKB II) will not be subject to a title transfer fee,” reads the announcement on the @Bapenda.Jabar Instagram account.
They also urge the public to immediately process the title transfer for used vehicles. Because this relief can be utilized without any conditions.
So the car or motorcycle you buy can be transferred immediately, no longer using the names of previous owners.
“Note that only BBNKB II is waived. Meanwhile, PKB (Motor Vehicle Tax), PNBP (BPKB, STNK, TNKB) will still be charged,” they emphasized.
On the other hand, a similar rule is also being implemented by the Provincial Government of the Special Region of Jakarta. This can be seen in Regional Regulation No. 1 of 2024 concerning Regional Taxes and Regional Levies.
In that Regional Regulation, it is stated that the title transfer for used vehicles will no longer be charged the BBNKB starting January 5, 2025.
Then in Article 10 paragraph (1), it is mentioned that the object of BBNKB is only for the first transfer. The second transfer is not included.
This is further emphasized in Article 14 paragraph (2) of the Regional Regulation of the Special Province of Jakarta Number 1 of 2024. It is explained that the BBNKB is due at the time of the first transfer of the motor vehicle.
For your information, the policy of not charging BBNKB for used vehicle title transfers is a derivative of Law No. 1 of 2022, Regulating the Financial Relations Between the Central Government and Regional Governments.
Stated in Article 12 paragraph (1), the object of BBNKB is the first transfer of a motor vehicle. This means that only new cars or motorcycles are subject to BBNKB.
Not used motorcycles or cars owned by the public. Therefore, West Java and Jakarta are implementing this policy.
“Meanwhile, the second and subsequent transfers of the motor vehicle (used vehicles) are not objects of BBNKB,” reads article 12 paragraph (1).
On the other hand, it is highly likely that a similar rule could be implemented by governments in other regions. So it is not just for residents of Jakarta and West Java.
