KatadataOTO – Unlike previous years, Operation Ketupat 2025 will not be held simultaneously. This is because Java, Lampung, and Bali will start the operation earlier than the scheduled date.

These three regions will hold Operation Ketupat from March 23 to April 8, 2025. Meanwhile, other regions will stick to the original plan, which is from March 26 to April 8, 2025.

This change of plans was made because the government implemented a Work From Anywhere (WFA) policy for civil servants (ASN) from March 24—27, 2025. As a result, the traffic corps predicts the homecoming exodus flow will start earlier, on March 19, 2025.

"It is estimated that on March 22, 21, 20, and 19, people will have already started to begin their homecoming journey,” said Police Inspector General Agus Suryo Nugroho, Head of the Traffic Corps, as reported by Antara (17/03).

Although WFA has caused changes to Operation Ketupat, he claimed that the policy has the potential to reduce congestion. This is because the concentration of traffic will be more spread out compared to being left without a new strategy.

It should be noted that the Ministry of Transportation projects that 146.48 million people will travel during Lebaran 2025. This number is a decrease of 24.33 percent compared to the same period last year, which reached 193.6 million people.

Of this number, private cars are still the most favored vehicle. A significant 33.69 million people, or 23 percent, make it their primary choice.

Then, 16.9 percent or 24.76 million people will use buses as their mode of transportation for the homecoming. Train users account for 16.1 percent, or about 23.58 million people.

Furthermore, airplane users during this homecoming season are estimated to be 19.77 million people, or 13.5 percent. Meanwhile, people who rely on motorcycles number around 12.74 million, or 8.7 percent.

To anticipate congestion, the police have prepared a number of traffic engineering schemes. These range from implementing one-way systems to odd-even policies on several toll road sections.

Therefore, the public is advised to arrange their travel schedules to avoid being caught in congestion.
