KatadataOTO – The Provincial Government of DKI Jakarta has once again made a new policy. This time regarding the Motor Vehicle Fuel Tax (PBBKB).
For this year, the Fuel Oil Tax (BBM) is no longer set at 10 percent for users of two-wheeled or four-wheeled vehicles.
“Yesterday I decided for Jakarta, we will provide a facility or discount; what was previously collected at 10 percent will become five percent for private vehicles,” said Pramono Anung Wibowo, Governor of DKI Jakarta, to Antara on Wednesday (23/04).
Pramono also explained that the fuel tax for public vehicles is only set at two percent.
Pramono revealed that the 10 percent PBBKB policy has been in place for quite a long time, for more than 10 years.
However, with the new law, the governor is given discretion (freedom to act) to determine this matter.
“That is the decision of the Governor of DKI Jakarta and it will be socialized soon. The Pergub (gubernatorial regulation) will be created,” continued Pramono Anung.
Previously, he admitted to being surprised when he learned there was a provision for a 10 percent PBBKB implementation in Jakarta.
The policy is stated in Regional Regulation (Perda) Number 1 of 2024 concerning Regional Taxes and Levies, which is a derivative of Law Number 1 of 2022 concerning Financial Relations between the Central and Regional Governments.
On the other hand, citing the official website of the DKI Jakarta Regional Revenue Agency (Bapenda), it is explained that the fuel tax is imposed on all types of fuel, both liquid and gas.
This means that every time residents fill up with Pertalite, Pertamax, and others, this tax will automatically be applied.
However, the party required to collect and deposit the PBBKB into the regional treasury is not the direct consumer, but the fuel provider, such as a producer or importer.
Furthermore, the collection of the fuel tax is carried out when the fuel is handed over to the consumer.
The PBBKB rate in Jakarta is 10 percent of the fuel's selling price before Value Added Tax (VAT) is applied.
But there is an exception; for public vehicles, it is only 50 percent of the normal rate. This means they only need to pay five percent.
“This policy was created to support more affordable public transportation,” wrote Bapenda.
Bapenda emphasized that this policy only applies to fuel that is delivered and consumed within the Jakarta area.
It aims to support regional economic development while also regulating fuel utilization more wisely.
