KatadataOTO – Entering the end of the year, the fuel (BBM) import quota for Shell, BP AKR, and Vivo for the 2026 period has not yet been determined.

This is pushing the Indonesian government, especially the Ministry of Energy and Mineral Resources (ESDM), to act quickly.

“Next week, God willing, we will have the options,” said Laode Sulaeman, Director General of Oil and Gas at the Ministry of ESDM, to Antara on Friday (12/12).

Laode said that they have held a meeting involving the ranks of the Directorate General of Oil and Gas to formulate options regarding fuel imports for private gas stations.

The Ministry of ESDM will later present the results of the meeting to Bahlil Lahadalia, the Minister of ESDM, in the near future.

Subsequently, the minister serving under President Prabowo Subianto is said to be making a decision regarding the fuel import quota for BP AKR, Shell, and Vivo.

The Ministry of ESDM also admitted that it is open to the option of increasing the 2026 fuel import quota by 10 percent from the 2025 period.

“That (a 10 percent increase) is one of the options,” he continued.

For your information, a similar policy was actually implemented by the government in 2025. They increased the import quota for private gas stations.

However, the aforementioned amount is still considered insufficient, given that throughout this year, Vivo, Shell, and BP AKR have run out of fuel stock twice.

This forced them to agree to buy additional import quotas from Pertamina, allowing them to once again serve public demand.

Therefore, the government is being asked to set a larger quota for next year. This way, there will be no more fuel shortages at private gas stations.

As a reminder, the stock of RON 92 fuel at Shell, BP AKR, and Vivo gas stations is slowly starting to improve or recover.

BP AKR recovered first, receiving supplies from Pertamina since October 2025. They then received an additional supply some time ago.

This was followed by Vivo at the end of November 2025. Lastly, Shell received a fuel shipment from the state-owned enterprise.

In total, Pertamina Patra Niaga has distributed 430 thousand barrels of base fuel to the three private gas stations mentioned above.

Thus, the Ministry of ESDM must pay attention to the situation above to ensure that fuel shortages do not happen again in 2026.
