Opsen Officially Takes Effect, 6 Regions Claim No Tax Hike

KatadataOTO – Referring to Law Number 1 of 2022 concerning HKPD (Financial Relations between the Central Government and Regional Governments), the surcharge on PKB (Motor Vehicle Tax) and the surcharge on BBNKB (Motor Vehicle Title Transfer Fee) will take effect on January 5, 2025.

It should be noted, the surcharge is an additional tax of a certain percentage, and its nominal value can differ in each region. The regulation states that the surcharge rate is 66 percent.

The regulation also stipulates that the maximum motor vehicle tax is 1.2 percent for the first vehicle and a maximum of six percent for the progressive tax. Meanwhile, the highest BBNKB rate is 12 percent.

The rule applies in regions outside of Jakarta. However, six regions claim that there will be no tax increase due to the PKB surcharge and BBNKB.

Here are the six regions that have stated there will be no tax increase due to the PKB and BBNKB surcharges.

1. Banten

In an official statement on the Bapenda Banten social media account (@bapenda.banten), there is no tax increase based on Banten Governor Regulation Number 28 of 2024 concerning the Reduction of Principal Motor Vehicle Tax, Motor Vehicle Title Transfer Fee, and Motor Vehicle Fuel Tax.

“Regarding the widely circulated news about a tax increase due to the PKB and BBNKB surcharges, in this case, the Banten Provincial Government is not implementing an increase in PKB and BBNKB rates,” wrote the official Bapenda Banten account, quoted on Tuesday (7/1).
