At least the postponement of the Motor Vehicle Tax (PKB) and Motor Vehicle Ownership Transfer Fee (BBNKB) surcharge policy can have a positive impact

KatadataOTO – Amidst the various existing obstacles, the market for new motorcycles in Indonesia managed to show positive performance in 2025.
According to a report from the Indonesian Motorcycle Industry Association (AISI), the shipment of two-wheeled vehicles from factories to dealers (wholesales) from January to November 2025 reached 5,950,844 units.
The figure above has surpassed the total for the same period in 2024, which was only 5,929,830 units. There is a difference of about 0.35 percent higher.
This result can be considered quite good. Considering there were many obstacles throughout 2025 that affected new motorcycle wholesales.
AISI also revealed that there are a number of supporting factors as to why the new motorcycle market was able to show positive performance.
“When purchasing power weakened in the first semester through the third quarter, we were fortunate to be supported by several stakeholders,” began Sigit Kumala, Head of the Commercial Division at AISI, to KatadataOTO some time ago.
Sigit explained that stable interest rates and no increase in down payments had a positive impact. Especially for the two-wheeled vehicle industry in the country.
Because it became easier for the public to purchase products from Honda, Yamaha, Kawasaki to TVS in 2025.
“Secondly, we were helped by local governments, because almost 90 percent postponed the policy of a surcharge,” continued Sigit.
Indeed, if you recall, at the beginning of 2025, a number of provinces such as Jakarta, West Java, and Central Java provided relaxation regarding the implementation of the surcharge on Motor Vehicle Tax (PKB) and the Vehicle Title Transfer Fee (BBNKB).
This helped accelerate the new motorcycle market in Indonesia. And it did not experience significant disruptions last year.
“If the surcharge were implemented, it would be tough for consumers, as they would have to dig deeper into their pockets,” Sigit added.
In addition, AISI also explained that economic growth played a significant role. Especially outside of Java, which was quite good.
This brought a very positive impact or effect to the domestic motorcycle industry throughout 2025.
Thanks to the various factors above, AISI is even optimistic that new motorcycle wholesales last year could slightly exceed the predetermined target.
“The target is between 6.3 million and 6.4 million units, hopefully it can be surpassed,” Sigit affirmed.
Sigit also admitted to being pleased with what happened. Because the motorcycle industry was able to endure throughout 2025.
It was even able to show growth that year, becoming a fairly good achievement in 2025.
