Police Admit to Facing Challenges in Implementing E-BPKB

The electronic Vehicle Ownership Document is officially implemented by the police, incorporating various new developments to prevent forgery.

KatadataOTO – The police have officially started using the Electronic Motor Vehicle Ownership Book (e-BPKB). This initiative will begin in March 2025 and will be implemented across all Regional Police (Polda) in Indonesia.
However, the e-BPKB is only valid for new four-wheeled vehicle owners. Meanwhile, used car owners will still use the old document.
“This electronic BPKB is only being issued to the public specifically for new four-wheeled vehicles. So, people who are transferring ownership cannot get it yet,” said Police Commissioner Sumardji, Head of the BPKB Sub-directorate of the National Police Traffic Corps, in his official statement (04/06).
Unlike the previous version, the e-BPKB has several advantages, making it more difficult to forge. This is because it is equipped with an RFID chip that can be easily checked by officers.
“In accordance with Government Regulation Number 95 of 2018 concerning Electronic-Based Government Systems, we are building an electronic BPKB issuance service whose benefit is to ensure the validity of ownership documents more securely,” added Police Commissioner Sumardji.
Its size is also more compact, making it easier for vehicle owners to store. This is important because its maintenance will also be easier.
In general, the document issuance still follows the same procedure. However, the e-BPKB is given a virtual printer installation where the vehicle owner's identity is embedded in the RFID chip.
“The issuance process for the e-BPKB follows the same procedure as before, but there is a difference in the printing working group. We have added the latest version of a virtual printer installation to embed the vehicle owner's identity data onto the RFID chip,” he affirmed.
Thanks to the e-BPKB, the public can easily verify its authenticity using the e-BPKB Mobile application.
“This update actually makes it easier for the public to verify, especially the authenticity of their e-BPKB. By downloading the e-BPKB mobile application on Android and iOS, you just need to scan it, and the data will automatically appear,” he concluded.
The development of this electronic BPKB has actually been underway for a long time to prevent the widespread forgery of documents. Unfortunately, there is currently no information on when motorcycles will receive the same facility.
