Electronic BPKB Officially Implemented, More Secure from Forgery

The implementation of e-BPKB has apparently not been easy because the public has not been optimally educated.

KatadataOTO – The National Police Traffic Corps (Korlantas Polri) admits that many people are not yet accustomed to the e-BPKB (Vehicle Ownership Book). This is because they do not receive a physical proof of ownership.
Therefore, the Police will enhance public awareness campaigns to ensure the program runs optimally. This is expected to make the public feel more secure during transactions.
“Many citizens still ask why they no longer receive a physical BPKB book. Some believe that without the book, they have no proof of ownership, even though the e-BPKB has the same legal standing and is much more secure,” said Police Grand Commissioner Sumardji, Head of the BPKB Sub-directorate at the National Police Traffic Corps' Ditregident.
He also emphasized that the e-BPKB can reduce the risk of forgery, loss, and damage. Additionally, the vehicle ownership administration system becomes more modern with high-level security features.
“Vehicle data is stored in a system that can be verified independently, quickly, and accurately. This actually increases the reliability of the registration process,” he said.
However, uneven digital literacy is a major obstacle to public acceptance. According to him, many people are not accustomed to electronic documents, let alone understanding the concept of digital data storage.
Therefore, the National Police Traffic Corps' Ditregident will continue to expand education to ensure the public understands that the e-BPKB is much safer and more practical. It is hoped that this will allow the program to run smoothly.
Although more advanced, the issuance of the e-BPKB is still priced at the same cost. This is in accordance with Government Regulation No. 76 of 2020 concerning the Types and Tariffs of Non-Tax State Revenue applicable to the National Police.
The regulation states that the fee for issuing a new BPKB or for a change of ownership will be Rp 375,000 for four-wheeled or more vehicles.
It should be noted that the implementation of the e-BPKB has actually been carried out since mid-2025. Unfortunately, the program can only be implemented for four-wheeled vehicles so far.
Meanwhile, two-wheeled vehicles are still using the physical BPKB. There is no information yet on when they will receive a similar program.
