Mitsubishi Fuso considers the proposal for roadworthiness tests at authorized workshops could make it easier for customers to fulfill their obligation
By Adi Hidayat
KatadataOTO – The plan by Dedi Mulyadi, Governor of West Java, to allow authorized workshops to conduct Kir tests has received support from manufacturers. One of them is PT Krama Yudha Tiga Berlian Motors (KTB), the distributor of Mitsubishi Fuso in Indonesia.
This policy is considered to make it easier for customers to fulfill their obligations. Moreover, the test can be done while the vehicle is undergoing maintenance, thus saving time.
“It is still a proposal, but hopefully, it can be realized because it will make it easier for consumers. So, vehicles operating on the road will already comply with the regulations,” said Aji Jaya, Sales and Marketing Director of PT KTB some time ago.
He also believes that if it can be done at authorized workshops, the risk of customers forgetting to undergo the Kir test will decrease.
“For example, emission tests, which used to have to be done at a testing center, can now be done at workshops. The equipment is available, and the certificate can be issued,” he added.
It should be noted that at the end of October 2025, Dedi Mulyani plans to issue a regulation so that Kir tests no longer need to be conducted at the Department of Transportation (Dishub). The process will be handed over to authorized workshops.
“The 'no-fee' policy for Kir tests makes people reluctant to get them done, and the organizers feel the same way. That's why I will create a regulation so that the test doesn't need to be at the Department of Transportation but at authorized workshops,” he said some time ago.
After the test at the workshop, the vehicle owner is given a letter, and then the Kir certificate can be issued. The policy is planned to take effect in January 2026.
It should be noted that the Kir test is a periodic motor vehicle inspection process. Its purpose is to ensure that the vehicle is indeed roadworthy and meets safety standards.
The inspection is quite comprehensive, ranging from checking the brake system, lights, exhaust gas emissions, and other components.
This rule is stipulated in Law No. 22 of 2009 concerning Road Traffic and Transportation. Vehicles that do not comply will face sanctions.
