Probolinggo-Banyuwangi toll road section 1 will be opened functionally during the 2025 Eid al-Fitr return traffic to avoid congestion.

KatadataOTO – A number of toll road sections have begun functional operation to manage congestion during the return traffic of Eid 2025. One of them is the Probolinggo Banyuwangi Section I Gending-Kraksaan-Paiton toll road, which was opened from April 1-8, 2025.
The section is 23.13 km long and is considered capable of shortening travel time. Thanks to this, it is hoped that the traffic congestion that usually occurs after the Eid holiday can be resolved.
“The functional toll road section is operated as a single lane from the Paiton and Kraksaan Toll Gates towards Gending for the return traffic,” said Dody Hanggodo, Minister of Public Works.
Previously, the functional toll road was also operated during the Eid homecoming exodus from March 24-31, 2025. Its highest traffic reached 3,800 vehicles per day, with operational hours from 6 a.m. to 4 p.m.
The total number of vehicles that have passed through from D-10 of Eid until yesterday is around 19 thousand.
Dody assured that the toll road section is safe for vehicles to pass. Especially since traveling on the national road from Gending-Paiton would take about 50 minutes, while with this functional section, it only takes 20 minutes.
With 10 hours of operation and one-way traffic, the number of vehicles passing through is quite high, and the public interest is very strong. Unfortunately, the lack of street lighting and signs means the section cannot be opened 24 hours.
Dody said that the construction of the Probowangi toll road section began in 2023 and will continue up to Package 3 Paiton-Besuki. Package 1 Gending - Kraksaan and Package 2 Kraksaan-Paiton are also continuously being worked on with a completion target of mid-2025.
The construction of the Probowangi toll road Section 3 Paiton-Besuki is still ongoing. There are only a few issues related to land and high-voltage power lines.
Currently, the construction progress for the 12.9 km Section 1 Gending-Kraksaan has reached 87.48 percent. Meanwhile, the 11.2 km Section 2 Kraksaan-Paiton is at 80.92 percent, and Section 3 Paiton - Besuki has reached 67.51 percent.
