Yamaha Hopes the Opsen Policy in 2026 Will Favor Consumers

Vehicle tax in Yogyakarta is confirmed not to increase despite the implementation of PKB and BBNKB surcharges this year.

KatadataOTO – A number of regions have started implementing the opsen for PKB (Motor Vehicle Tax) and BBNKB (Vehicle Title Transfer Fee), with the policy in effect since Sunday (5/1).
This step was taken in accordance with Law (UU) Number 1 of 2022 concerning HKPD (Financial Relations between the Central and Regional Governments).
Now, one of the regions implementing the PKB opsen and BBNKB is Yogyakarta. However, the public need not worry, as there is no need to pay additional fees.
“There is no increase in motor vehicle tax, effective in the Special Region of Yogyakarta Province,” wrote the Instagram account @samsatjogjakarta.
In the post, they stated that the PKB collection as stated in Regional Regulation Number 3 of 2011, where the rate was set at 1.5 percent, has been replaced by Regional Regulation Number 11 of 2023.
In this new Regional Regulation, it is stated that the PKB rate is 0.9 percent plus 66 percent of the opsen, or equivalent to 1.496 percent. So there is no increase in vehicle tax.
They then mentioned that PKB is a provincial matter. Meanwhile, the PKB opsen is a district or city affair.
Therefore, despite changes in the collection mechanism and the implementation of the opsen system for motor vehicle tax, the applicable rate in Yogyakarta has not increased.
Thus, the public does not need to worry. They can fulfill their obligations more affordably and do not need to prepare extra money.
For your information, the PKB and BBNKB opsen scheme allows districts or cities to have a new source of revenue.
On the other hand, the PKB opsen is expected to be a solution to increase regional autonomy and strengthen the taxation system in the country.
