The Jakarta Metropolitan Police will stop issuing manual traffic tickets on the roads and begin implementing the Cakra Presisi System.

KatadataOTO – Manual ticketing will begin to be phased out by the police. This is planned to take effect at the end of January 2025.
The above step is being taken for several reasons, such as reducing direct interaction between officers and violators.
This can reduce undesirable things, one of which includes illegal levies (pungli).
“Because if law enforcement still involves direct contact with the public, then a negative perception will be attached to us,” said Police Commissioner Latif Usman, Director of Traffic for the Metro Jaya Regional Police on the official website of the National Police Traffic Corps, Tuesday (21/1).
Furthermore, the cessation of manual ticketing aims to encourage the improvement of the digital-based traffic law enforcement system.
Although static ETLE and mobile ETLE have been implemented, both systems are not yet running optimally.
Furthermore, the process of sending ticket notices to violators' homes is also considered to require significant time and cost.
“Our DIPA (Budget Implementation Entry List) budget is limited. Around Rp 3 billion can only be used to ticket 600 thousand violators with letters each year,” Latif affirmed.
Therefore, the police have chosen to stop manual ticketing. Instead, they will implement the Cakra Presisi system.
The Cakra Presisi system will be connected to ETLE cameras installed in a number of areas.
If a driver is caught committing a traffic violation by a static or mobile ETLE, the system will send a ticket notice via a WhatsApp message one minute later.
The Metro Jaya Regional Police Traffic Directorate will also implement a new policy, where the public is required to include a phone number when managing their Vehicle Registration Certificate (STNK).
“Both when registering a new vehicle, renewing, transferring ownership, and so on,” Latif stated.
He added that the registered mobile phone number data of vehicle owners will become the main database in the Cakra Presisi system.
“If a motor vehicle receives an ETLE notification via WhatsApp, the public is required to make a clarification on the website http://etle-pmj.id,” said Latif.
Violators must also fill in some data, starting from the vehicle's license plate number, mobile phone number, reference code, and others.
However, if you receive a notification but do not make a clarification, the vehicle's license plate number will be blocked.
