KatadataOTOThe Metro Jaya Regional Police has started Operation Zebra 2025. In this operation, the police are implementing a more responsive surveillance pattern.

A number of violations frequently committed by the public are being targeted. For example, the use of motor vehicle registration plates (TNKB) that do not comply with regulations.

“Also cracking down on the prevalence of motorcycles without TNKB or with TNKB removed to avoid camera detection,” said Police Commissioner Komarudin, Director of Traffic for the Metro Jaya Regional Police on the official website of the National Police Traffic Corps, Tuesday (18/11).

According to Komarudin, there are still many motorcyclists who do not use license plates on the streets of Jakarta.

They usually remove or cover their license plates. The aim is to avoid being ticketed by electronic ticketing or ETLE.

Therefore, this particular violation is also a concern for the Metro Jaya Regional Police, so that it can create a deterrent effect for the public.

Moreover, in Operation Zebra 2025, they are relying on a hunting system mechanism. This is considered capable of speeding up enforcement in the field.

Officers can directly take action against violating motorists, without depending on specific checkpoints.

In addition, the Metro Jaya Regional Police are also maximizing the use of static and mobile ETLE devices during Operation Zebra 2025.

The mobile cameras now record from two sides, making them effective in detecting motorcycles that intentionally remove or cover their license plates.

“We are using the hunting system method. This pattern is considered more effective because it directly targets violators in the field,” Komarudin affirmed.

For your information, the Metro Jaya Regional Police recorded 500,000 violators from January to October 2025.

The large number above has had a negative impact, such as a high fatality level in accidents, reaching 600 deaths.

“As a result, Jasa Raharja has disbursed more than Rp 100 billion for accident victim compensation from January to October 2025. This situation is a very concerning condition,” he concluded.

Manual Ticketing Remains a Mainstay

Besides using ETLE, the Metro Jaya Regional Police also allows its officers to implement manual ticketing.

This is done to take action against violations that endanger the lives of road users, which can cause fatalities.

Komarudin believes there are situations that require swift action without waiting for the ETLE process. Therefore, manual ticketing is still needed.

He reiterated that all priority violations remain targets, including vehicles without TNKB, drunk driving, high speeds, and the improper use of special license plates.

“These are among the several operational targets we will be aiming for over the next 14 days,” Komarudin concluded.
