The DKI Jakarta Provincial Government will issue a circular letter banning parking on sidewalks after many complaints.

KatadataOTO – The Provincial Government (Pemprov) of DKI Jakarta is working to restore the function of sidewalks as pedestrian facilities. One of the ways is by issuing a circular to cafe and restaurant owners so that their customers do not park in these locations.
The Provincial Government also hopes that cafe and restaurant owners can provide facilities for their customers.
“We ask cafe and restaurant owners to provide their own parking areas so they do not use the sidewalks," said Teguh Setyabudi, Acting Governor of DKI Jakarta Province, as reported by Antara (21/01).
Teguh revealed that he received public complaints submitted via social media regarding illegal parking of cars on the sidewalks along Jalan Wolter Monginsidi. It is hoped that this condition can be resolved.
In fact, based on article 131 paragraph 1 of Law number 22 of 2009 concerning Road Traffic and Transportation, it is affirmed that pedestrians are entitled to the availability of supporting facilities in the form of sidewalks, crossing points, and other facilities.
The South Jakarta Transportation Agency has also cracked down on illegal parking at several points in the Kebayoran Baru District. The operation was carried out on Senopati, Gunawarman, and Wolter Monginsidi streets on Monday (20/01).
Bernard mentioned that as a result, nine motorcycles were found parked improperly and were sanctioned by having their valve stems removed. The crackdown involved the South Jakarta Public Order Agency (Satpol PP) and the National Police (Polri).
It should be noted that based on article 43 paragraph 1 of Law number 22 of 2009 concerning Road Traffic and Transportation, it is stated that the provision of public parking facilities can only be organized outside the road-owned space in accordance with the given permit.
Then in the same law, article 106 letter e states that every person driving a motorized vehicle on the road must comply with the provisions for stopping and parking.
For those who violate, sanctions can be imposed according to article 287, which states that any person driving a motorized vehicle on the road who violates traffic movement rules as referred to in Article 106 paragraph (4) letter d or the procedures for stopping and parking as referred to in Article 106 paragraph 4 letter e shall be punished with a maximum imprisonment of 1 (one) month or a maximum fine of Rp 250,000 (two hundred and fifty thousand rupiah).
